Analysis by the Kuwaiti Progressive Movement on the the document "National Security Strategy of the United States of America - 2025" and the dangerous challenges it poses to Kuwaiti national security... And the required alternatives

The launch of the document "national security strategy of the United States of America - 2025" came to reveal the clear recognition of the decline of the American role globally and the inability to continue the imperialist approach of Washington in imposing unilateral domination over the world, in light of the "relative decline of the dominant imperial power and the change of the balance of power due to the demise of the unipolar era and the emergence of the phenomenon of emerging countries," which the Kuwaiti progressive movement has already referred to for years in many of its documents and statements.
Perhaps the most striking feature of the new US national security strategy is:
• Limiting American attention to the Western Hemisphere...Washington is calling on its allies to significantly increase their spending on their national defense.
• Moving towards the redistribution of the US military presence globally by focusing on the Western Hemisphere, and moving away from the corners of the world whose relative importance to US national security has declined over recent decades or years," specifically, Washington's interest in the Middle East has declined as it is no longer the most important energy supplier in the world, as the document clearly says that those days are over "when the Middle East dominated US foreign policy".
• The focus in the relationship with China is on rebalancing the economic relationship with it, after recognizing the superiority of Chinese state-backed and state-directed companies in building physical and digital infrastructure and reusing their trade surpluses, and announcing that Washington does not support any unilateral change to the status quo in the Taiwan Strait. * The American orientation towards "re-establishing strategic stability with Russia" and openly recognizing that the war in Ukraine, in which the West instigated Kiev to join NATO, led to the opposite result.
• *The announcement of "unleashing the enormous energy production capacity of the United States as a strategic priority".
• Taking a blatantly negative attitude towards international organizations by declaring "countering the interventions of transnational organizations that undermine sovereignty".
We see the global changes represented by the gradual decline of the unipolar hegemony imposed by the United States after the collapse of the USSR...We are suffering from internal structural crises...It is facing increasing challenges from emerging powers such as China and Russia...In conjunction with the resistance of peoples and their liberation movements, which are still standing and facing the hegemonic forces and their dependencies, they undermined the foundations of the global financial and trading system dominated by Western imperialism and opened the horizon towards the establishment of a new multipolar world order.
But we believe that this nascent multipolarity, as recognized by the new US National Security Strategy document, although it opens the horizon to the liberation forces in the world, including the Arab national liberation forces, does not automatically mean the achievement of a more just system, unless the national liberation forces and peoples invest it in building independent sovereign projects that restore consideration to self-centered development and social justice.
Emerging challenges facing Kuwait:
For us in Kuwait, we believe that the new document of the US national security strategy, although it opens the way to a degree of disengagement from hegemony and subordination to the West, but this document puts our country Kuwait and its national security in front difficult challenges, whether towards the almost absolute dependence on the American protection commitment and the American military presence in Kuwait and the region since 1990 after Iraq invaded our country under its former regime, or based on the guarantees of Security Council resolutions towards Kuwait, in light of the negative American attitude towards international organizations... Or what will result from the announced US oil policy, which will affect the OPEC oil exporting countries, including Kuwait... This requires a serious review in front of these changes, changes and emerging challenges and the search for alternatives to Kuwaiti security based on Kuwaiti national interests, rather than continuing to rely on the American role.
Alternatives:
The Kuwaiti Progressive Movement believes that the alternatives that need to be considered and adopted to ensure the Kuwaiti national are supposed to move towards abandoning the whole egg-laying in the American basket and the sleazy world system that was formed at the beginning of the nineties, and relying instead on other coherent and achievable options for Kuwaiti national security, namely:
First: the cohesion of the Kuwaiti internal front on the basis of freedom, popular participation and constitutional order as a basic requirement for Kuwaiti national security.
Second: to adhere to an independent and national approach to foreign policy that strengthens Kuwait's immunity and preserves its sovereignty by building good-neighborly regional relations and not succumbing to imperialist pressures and interventions... Strengthening regional security and peace by developing self-defense capabilities, cooperation based on Good-Neighborliness and non-interference in the internal affairs of states, and reviewing security and defense agreements with the five permanent members of the Security Council in the light of the new American orientation.
Third: to strengthen the comprehensive ties with the peoples of the Gulf and the Arabian Peninsula in the political, economic, social and cultural fields, and to launch an initiative to establish a new, broader regional cooperation and security organization that includes all countries bordering the Arabian Gulf basin and the Arabian Peninsula.
Fourth: Arab solidarity based on the affirmation of National Bonds, rapprochement, integration and unity to reject imperialist hegemony, confront Zionist power and support the struggle of the Palestinian Arab people to achieve their full national rights.
Fifth: pushing towards the establishment of a new international system based on mutual respect between states, national sovereignty and international solidarity among peoples, and such a system can only be achieved on the basis of equality, away from domination and dictates... This requires moving towards full membership in the BRICS and SCO groups.
Sixth: to develop an alternative national development project aimed at building a productive, developed and independent national economy to address the structural imbalances suffered by the distorted and dependent rentier-capitalist economic structure, and to pay attention to the challenges related to oil prices in light of the announced American strategy, through diversification of income sources and production activities, and expansion in the oil industries, especially refining and petrochemicals.
